Scholars have proposed different approaches to measure this shift, considering indicators ranging from single metrics to composite indices. Domestic and foreign experts emphasize the importance of efficient, equitable, and sustainable development, encapsulating multiple components beyond mere GDP growth. High-quality development is seen as a comprehensive evaluation that includes the efficiency of inputs and outputs, future growth potential, industrial structure, and equitable distribution of development outcomes.
