REGENCY APPARATUS WORK UNITS IN BIREUEN REGENCY, ACEH PROVINCE EMPOWERING GOVERNMENT EFFICIENCY: A WEB-BASED SOLUTION FOR

Abstract

This report presents the development of an Information System for Application Data Collection designed to enhance the efficiency and transparency of Regency Apparatus Work Units (SKPK) in Bireuen Regency. SKPKs are integral parts of regional governments responsible for carrying out various government activities and public services. To fulfill their functions, SKPKs receive budget allocations and essential assets, making their heads the Budget Users (PA) and Goods Users (PB). As accounting entities, SKPKs must undergo an accounting process to prepare financial reports, ensuring regional financial management accountability. However, the current data processing information system relies on manual recording and data management, posing potential risks of fraud and data loss.

In response to these challenges, the "Information System for Application Data Collection for Regency Work Units at the Web-Based Communication, Informatics, and Encryption Office of Bireuen Regency" was developed. The primary goal of this system is to provide a transparent and efficient mechanism for managing data, preventing data loss, and expediting the SKPK application verification process for other agencies. The system's design is grounded in the notion that an information system is a human-created framework composed of components within an organization aimed at providing essential information. It involves the integration of work procedures, information, people, and information technology to achieve organizational objectives.

The implemented system is web-based and managed by the Department of Communication, Informatics, and Encryption (Diskominfosa), the institution responsible for information management in the government of Bireuen Regency. This web-based approach aims to eliminate the need for manual data processing, minimizing the potential for fraudulent activities and enhancing data security. Additionally, the new system enables remote access to SKPK applications, eliminating the need for physical visits or contact with Diskominfosa. As a result, the proposed information system improves efficiency, transparency, and accountability in managing public resources.
