Assessing the Impact of the 2020 Corona Pandemic on Northern Bangladesh: Post-Crisis Action Plans
Abstract
Amidst crisis, individuals often find themselves swayed by greed, uncertainty, and conflicting principles, leading to varied reasons, opinions, and arguments that may either unite or divide them. This study explores the underlying causes of underdevelopment in the Rangpur region, focusing on its agriculture-based economy, rampant poverty, high number of landless individuals, and significant unemployment rates. As part of Northern Bangladesh, Rangpur is particularly susceptible to recurring and severe natural disasters, including droughts, floods, and Monga, exacerbating the challenges faced by its inhabitants. The recent COVID-19 pandemic has further compounded the region's woes, imposing an additional threat on an already vulnerable population. The livelihoods of the landless and impoverished community in Rangpur largely depend on meager agricultural wages. During the Bangla month of Bhadra-Kartik (September-November), they encounter a near-famine situation known as "Monga" or "abhab," characterized by acute scarcity of employment opportunities. Limited access to employment significantly impacts their standard of living and perpetuates a cycle of poverty. To address this issue, the study proposes harnessing the untapped potential of the local labor force through the establishment of agro-based industries that offer higher wages. By enhancing productivity and local demand, such initiatives have the potential to bolster overall production, increase income, and elevate living standards for the affected population. This research advocates for a multifaceted approach to overcome the challenges faced by Rangpur, including the mobilization of patriotic efforts and assistance from all stakeholders. By fostering a sense of nationalism and collective responsibility, the community can work together to build resilience against natural disasters and economic downturns. Moreover, targeted interventions focusing on sustainable economic development and poverty alleviation should be implemented to break the cycle of deprivation and uplift the lives of the marginalized population. Collaborative efforts between government agencies, non-governmental organizations, and local communities are essential in achieving these goals
